They built these tall apartment blocks in St Louis without community in mind and then they stopped maintaining them. Led to their destruction 20 years later after the place dissolved into a playground for drug dealers/rapists/thieves. They treated the tenants as if they didn’t matter, created rules that were cruel (fathers could not live in the apts with the mother and children) as a way to punish them for being poor.
