As much as I would l would like to believe this, I am seeing the activities of Republicans in Texas doing that very thing: limiting transmission lines to solar.
Killing renewables can be as simple as preventing access to the power.
Or raising the price of the panels.
All are within the powers of the US government.

The only reason for limiting access to renewables is to prop up oil companies qhich is as bad a decision as was propping up coal miners (and we've all seen where that went). The USA can ignore renewables & stick with oil, but it can't stop the rest of the world from going solar. The USA is just shooting itself in the foot by propping up oil firms & holding back solar.
@jjGravitas along the same lines: local taxing jurisdictions in predominantly red, rural areas are receptive to the added property tax revenue brought by wind farms in an otherwise stagnant revenue climate. Even if they hate the idea of them.
