2nd Amendment states the right to bear arms shall not be infringed. Fine. But it doesn't mention ammo.

Another option: Treat gun ownership and use like a pilot certificate.

1. Hours of training followed by a written, oral, and practical exam demonstrating your knowledge and capability.

2. Initial certificate is for small caliber weapon. Any increase in caliber requires additional training.

3. Certificate is for one category only: Handgun, rifle, or shotgun. To have more than one category requires additional training.

4. Every two years a review is required to keep your certificate: A discussion of gun rules and regulations and a practical demonstration for each category.

5. Mandatory insurance. (This isn't a pilot certificate thing, but should be for weapons).

-medical certification
-psychological certification, or at least a default to no certification with previous psych issues/ convictions for violence
