The policy concession? To pass a law that would make it illegal to vote if women changed their names if married and DID NOT change it on the birth certificate.
No joke.
It would become effective BEFORE the election.

iii) includes the full name, date of birth, and place of birth of the applicant
There is no provision for changing your name when married.
This was by intent. The law would go in effect immediately.
