i think it's a juvenile because of the fluffy white belly - hard to tell tho
Coopers Hawk are often around us tho

I think you might be right. We have loads of Cooper’s hawks in the Texas gulf. Now that you tell me that juveniles have white bellies, it makes perfect sense.
