A cat deliberately blinks to communcate, quite plainly, "I don't see you as a threat; nor am I to you. I feel safe; so should you. Isn't this pleasant?"

A stare is both observation & confrontation.
Widened irises are to catch any movement; you might attack, or I might.
Looking away is friendly; checking our surroundings, mate, you aren't threatening.
