When you reset a device you need to add your google account to set up device again but after a reset you can input any google account - with factory reset protection enabled the device asks for verification that it was you who wiped it before you can do another set-up on that device - verification is done via the initial google account linked to that device - thieves will reset the device but can't verify = device is bricked unsellable... For quick sales that is

Its won't be impossible to get that device running again but they methods for the average crook and resellers of stollen devices its means more time before reselling happens
