Shouldn't there be some rules where if this many weeks of disfunction freezes the house from actually doing anything that the Senate steps in and appoints the speaker

I have no idea what you're referring to. The Senate can't make rules for the House, nor vice-versa, that's not how anything operates.
The change in the motion-to-vacate was committed solely and purely by House Republicans. The Senate had no part at all in that.
Nor is the House empowered to drop their own problems into the lap of the Senate.
DEMOCRATS run the Senate, anyone aggrieved with the current state of things can just vote for Jeffries.

But that had nothing to do with the Senate. I have no clue what you want the House to do.
What they CAN'T do is say, "If WE can't decide, then it's the SENATE'S problem", no more than the House could "confirm" a Supreme Court Justice.
It's not their JOB. It's not the Senate's job to fix the House's problems.
