Briefly, the US Navy had blue camo uniforms. Not so they could hide in the waves, so grease and grime stains would be harder to see.
Camouflage hides people, but also stains on fabric.
Possibly the same idea for these National Guardsmen.

Nah, they just got camo because someone thought it looked cool. Or maybe some crony with a factory got stuck with a million yards of blue camouflage material that no one could figure out what to do with.
