Question: does the flag of the skeleton spearing the heart have any modern significance beyond purportedly being Blackbeard the Pirate's flag?

Spent a good amount of time on the outer banks, saw that flag a lot. My understanding is it's a fairly modern invention - Teach didn't fly it. Don't know about the symbology.
I saw it flying with the US flag on a car that was parked in a line of cars, many of which had other flags that were generally associated with far right ideology, so I was wondering if had any particular meaning in that context. It may not have, they may just have thought it was a cool flag, but the surrounding context made me wonder if there was another meaning people gave it.
