Figured out my Telegram problem.

Telegram FOSS from F-Droid can't be used to commission a new mobile device because as part of making it FOSS, the Google Play bits get yoinked out, and that somehow disables the commissioning notification to the device.

I thought Telegram servers were getting an old mobile device involved. Got confused by some of the UI wording. Anyway, not the case!
