When I used to lead tours at #KSC and #CCSFS, it was quite common for people to demand privileged access. They insisted I grant them permission to go wherever they wanted. I'd tell them that they'd be arrested at the gate; once I saw someone spread-eagled in the road who had actually tried to run the gate.
Twice I had people walk away from tours and head off down the road. They returned when I started to call the police.
