ISW assessment of recent public statements by Lukashenko (where he claims that NATO members are planning to invade Belarus) aren't aimed at creating outrage but to motivate his own Generals and Lieutenants not to give in to Putin's pressure in his attempts to join forces in his war on Ukraine.
In other words, he's scaring his people with sus loyalties into staying home to defend, and pretends in earnest that the danger is real.
