@Victor A little context here: Used LEO guns are a legit part of the market, and they're generally not sold to consumers for "pennies on the dollar." It sounds like some departments are stepping outside of their own rules and perhaps even ATF regulation, which is an entirely different issue.

When I moved to Caribbean, I legally brought .357 my dad had given me when I was being stalked.
Unbeknownst to me, hand guns must be licensed which cost $500 or turn in weapon to police.
