You don't put people who are having a mental health episode in a chokehold. You call 911 and you keep an eye on them. But no, mister ex marine had to put Mr. Neely in a prolonged chokehold for 15 minutes which killed him. This is in the least, manslaughter and I hope Daniel Penny gets charged and thrown in prison.
