@CaroG87 in my neighborhood they start doing it days before Christmas. They're not supposed to. It upsets my dog. I've started reporting it to the police.

Strangest thing ever. I’m in SC so no telling how lax the codes are. My only solace is that it’s supposed to rain in the afternoon & evening.
