@SheepOverboard The question this raises in my mind ... Did it take them 38 minutes to rescind the false warning because there was No easy way to shut it off? I think the design issues go a lot deeper than the UI.

@misbuttoned - it was the lack of feedback from the gui (well, the almost-gui) that 'apparently' let the alert run until the phones lit up. Then 'presumably' (I'm guessing, tldr;) couldn't find the 'cancel' alert.

@SheepOverboard I'm just half-asking\joking ... was there a way to cancel the alert that didn't involve some back end SQL update or unplugging something? The GUI is horrible. But I suspect the whole thing is rotten all the way down.

@misbuttoned ~ Sure. I don't know but these are THE questions. Some comments in the @civilbeat thread seem to know what did/should happen. It's a good but long read.
