The rumor is that apparently old timers at Twitter kept that part of the code locked down tight because fooling around in there was the easiest way to break it.
Looks like they were right.

@VDOVault I’ve never worked at Twitter but I’ve been a software engineer for around 25 years. I fully believe the rate limiting code for something like Twitter would be extremely complicated and changes in it prone to many unintended side effects.
