Railroad workers and unions called for upgraded braking systems. President Obama heeded their call in 2015 with an Executive Order. President Trump heeded the call of the railroad companies and annulled Obama’s order in 2017. After the 2020 election, unions pressed the Biden Administration to renew the order, to no avail.
