On the other hand, mobilization, about which he said that Russia, through mobilization, would have the resources to protect the occupied lands, which he declared part of the Russian Federation. True, not all 4 regions are completely controlled by Russian troops, but he apparently wants to leave his presence in all four and move on to some kind of frozen conflict.
