The garbage truck came 15 minutes later!
@MLClark Do the collectors clean up the mess too? Our collectors don't get off the truck; everything has to be in a bin that's lifted by a fork and dumped into the truck. They wouldn't clean up the mess, hence my question.
In Colombia there are a LOT more street people who pick through garbage for scrap goods and leave a mess behind. In some parts, the heaps of garbage are a common neighbourhood sight.
To counteract this phenomenon, there's a robust team of cleaners who are out most every day tidying and tending to city property. This park is right next one such depot; I see the cleaners disperse to their first posts mid-run.
So, collectors first, the day's street sweepers next. It's gone by 8ish.

They *do* eat grass, too... but dessert first.
