Why dismantle the Dept of Education?
The objective, I think (this sounds pretty nuts, but I'm open to another explanation) is that the "high IQ Tech Bro / Billionaire" Oligarchy controls everything.
That requires an uneducated Serfdom, working for / scraping by on pennies, with an illusion of eventual prosperity.
