There are also supply constraints and funding issues getting more surface to air missiles for HIMAR and Patriot systems.
The US has already greenlighted using ATACMS to target any facility used to attack Ukraine, including airfields.
Zelensky's complaint is if they use ATACMS to fire on an airfield that attacks them only, then Russia will just move the rest of their aircraft to airfields further away and out of range.
