He's actively referencing the creative (left) part of the brain - used to create a lie. When looking right his eyes dart rarely: "I'm returning to the script I've heavily rehearsed."
He's been trained - ineffectively - to tame these affectations. They continuously return and his speaking is effected with pauses. In English it would sound like "umm" and "uhh". He's making a conscious effort to stifle his tells. The speech is heavily rehearsed to aid the stifling of the affectations.
