Every LE agency across the US including Federal agencies have SOP regarding gifts, gratuities. I'm not referring to a free cup of coffee from Dunkin Donuts, (though even my city's dept prohibits it) I am referring to the gifts mentioned below in the report. Coupled with the fact the "gifts" were given by reporters, some whom published leaked information, information these agents may have had knowledge of it is a gross violation of procedure. plain and simple
