Looking for folks interested in creating an evolving version of the #SmallWeb .
THIS article discusses some of the basic premises.
However, ideally, those participating are in no way limited or restricted by 'someone else's' specific ideas of what defines the #SmallWeb .
The freedom to express individually - via one's personal website - would remain the overall goal.

I read the link and noticed the mention of "your own server". Well, that's been possible for ages. I don't see where he mentions if that's my server on my computer. That is the key to what he proposes. Where's the server?

When I was a store manager for Sam Goody my store was the district manager's hub. So he had a T-1 line installed for conference calls, etc. He only came in twice a month. The rest of the time I was free to plug into that T-1, which terminated at my desk. Man, I loved being at work with my laptop.
