Judge Luttig & Lawrence Tribe have opined that the 14th Amendment, Sec. 3 is self-executing; that is, any Secretary of State can bar any participant in the insurrection from being on the ballot in their State.

Q: So why hasn't ANY Secretary of State barred Trump from running ???
