If you're convinced that laws with harsh penalties will never be applied to you personally or to your loved ones (if you have any); if you think that the long arm of the law can't pass the threshold of your front door; then you're not going to be terribly worried about how the law applies to anybody else who's not in your privileged circle.
If you want a key as to how people sort themselves out politically, that's pretty much it.
