They use attacks against LGBTQ+, attaching them to funding bills, so when they fail in the Senate they can say, "See? Democrats don't want to fund anything." Wash, rinse, repeat.
I haven't looked into the Democrats who voted in favor – Reps. Vicente Gonzalez (TX), Jared Golden (ME), Mary Peltola (AK), and Marie Gluesenkamp Perez (WA).
