President Zelensky: Given the failure of the Budapest Memorandum which was supposed to guarantee Ukraine's security by the nuclear powers in exchange for nuclear disarmament, Ukraine only has 2 choices:

1. Acceptance into NATO
2.Develop own nuclear weapons
Zelensky prefers NATO.
