It’s unlikely that’s what the Feds asked to do. Biden’s Feds don’t belong inside polling places any more than Trump’s did. It’s voter intimidation.

They probably asked to monitor counting, and Texas twisted it to get publicity.

The federal monitors would join the county and state monitors in the polling locations and county counting centers
