Seems to be contemplating his otterhood, or whatever they call themselves. Perhaps wondering if floating around is all there is to life. He could be an otter philosopher. He could be an otter mathematician, working on equations we'd never understand, not being otters.
Or his peanut-sized brain could be completely blank and he's waiting for some instinctual behavior to occur.
