Texas has de-icing technology. The problem is, it's a chemical de-icer for highways that requires tire friction at a high speed to activate.

If a lot of snow falls? No cars on the highway can go fast enough to activate the de-icer.

(Assuming any cars can get to the highway because, doy, no plows).
