I have a theory about this...take it for the salt it's worth.
From a self preservation/biological view, a fully unclothed man (particularly one I don't know) can be a dangerous and threatening thing.
A partially clothed man isn't as much of a threat and I can stand back and enjoy the view.
Or maybe I'm just full of shit? 😂

How do you feel about art nudes?
I like nude art of all genders.
It is a very different experience though and hardly ever titillates me.
To me, it's about form, texture, light and perhaps the pose may have a message beyond "look at this beautiful body".

Many do associate full nudity in males with them being dangerous or having evil intent

In art, a penis in the image will almost universally nix it from ever being displayed on a wall

A lady’s parts have less of an impact on not being displayed as art

I tend to not have either type of genitalia in my art so as to avoid that issue entirely
