@CapeSafety: It isn't particularly relevant ion this case, at least not as it is commonly used, i.e., analogizing the targets of the comment to Nazi and others guilty of war crimes and crimes against humanity.
"Too many cooks in the kitchen" may be more apt, considering the number of people and departments had input into planning, design, and approval of the finished product, and none of them noticed the glaring problem. The contractors were in no position to change things up on the fly.
