And Trump’s long game may be similar to his usual move of litigation ad infinitum, but falling to the Supreme Court. The Right wing justices are already tainted, their posterity requires Trump victors write history.
While Trump needs to win for legal reasons, attempting to delegitimize a Harris win is movement and money making if litigation and SCOTUS pans out.
I think that Joe will have no choice but to implement the IA. That's their end game. They want violence and chaos.

Ever since Ruby Ridge and Waco/Branch Davidians Democratic administrations have been timid in addressing Right wing terrorism. Even minor things like Obama caving in the Republican pressure on a DOJ study warning returning Iraq War veterans were at risk of becoming Right wing terrorist ala Oklahoma City.
