Sounds good but unlikely to succeed.
Long arc of justice comes in here, and "good selective breeding." Also, Orwell's nose/Darwin prize even tho those are both distressing and take a distressing amount of time to kick in.
IF I WERE PLATO'S PHILOSOPHER KING -- I'd establish the most BAD ASS public schools ever and outlaw ALL TAX $ from ALL private/sectarian schools. You wanna be private? Then BE PRIVATE. NO EXCEPTIONS.
