What's to stop these production studios from reaching out to streamers, especially those who use green-screen effects, to try to get them to work across the picket lines?

That much is assured.
But SAG doesn't consider streamers to be eligible for SAG membership already. So what's lost? Nothing.
The whole point is to get non-SAG workers. Streamers are a ready source of potential talent. So again, why wouldn't they try to tap it?

that is why SAG and WGA are striking. Corporations think they can use CGI and AI to created artificial performing puppets

also they do not get the protections of the SAG for negotiations.
