I'd bet real money that this is a lie.

Speaking as a California voter, they dont' check your ID but the do ask for your name and address so that they can look it up.

So in order to do this he would have had to supply a real name and address that's on the register, or file a provisional ballot.

Provisional Ballots are double-check. Triple-checked.

Most likely it's a lie. But if it's not somebody will be going to jail pretty damned soon.
