A two-way mirror is a piece of glass that is partially reflective and partially transparent, enabling both sides of the glass to see each other. In this case, the restaurant window would be the two-way mirror. The small food item would be placed in a location where it can be seen through the one side of the glass (the outside of the window), while the larger food item would be placed on the other side of the glass, allowing it to be seen from the inside of the restaurant.
