@Hydroqueen Fairly common for ships to anchor out at port and use liberty boats for shore excursions/liberty etc. Weird that 19 people fell off the small boat. Did one person falling overboard suggest to the crew that they should just keep trying until they got it right? Whole thing is weird.

@Hydroqueen The article is confusing. If the ship was docked, why would they be using a boat to board? If the ship is anchored off, that would make more sense, but normally you'd cease boarding and small boat operations during heavy seas.
