I have CATS. I have upholstered chairs. I read an article a while back, where the writer recommended using felting needles to weave the broken threads (where cats claws have damaged upholstery)- haven't been able to find the article.

Does this make sense? I tore out the article after reading the header & read how it works!

Would felting needles be good to wrap the broken threads and stick them back into the upholstery work- or is there a better way?

It ought to work.
If you have felting wool of a similar colour you can use that and the needles to fill any gaps, I'm sure of that and if the colours are a good match, the repair could be almost invisible.
Otherwise, darning like fixing a sock might be a better option.

It's mostly frayed ends to weave back in- most damage in the middle of the chair- where they try and kick the upholstery. A darning egg would be great but I'm doing the reverse here- trying to stick threads back into chair.

That's an awesome chair! I love that fabric. Well worth saving.
You might have a little success with felting needles but I would definitely find some felting wool to add some extra strength between the strands if I were to use that technique.
Do you think you could get a lining material behind the frayed areas as an extra layer of strength?

Actually there are two chairs, swivel rockers and I LOVE THEM. But I always keep them covered with giant plush blankets to protect them. Finn sneaks under and scratches anyway. He does it for attention.

On the places where the scratches are deep, I can take a knitting needle to push a lining material behind the threads. Good idea. I'll experiment with some felting wool... the upholstery is actually cotton mix weave. Might get some heavy duty cotton thick/thin yarn & try too.
