It's from HALO. Called the "Warthog".
A few people have done it, with varying success.
Dave Kennedy, CEO and founder of TrustedSec bought one and did it. If you can set that aside he's actually a cool guy.

TBH while we all know how awful the car is, as a statement that picture is the best looking cybertruck I've seen. Not that it's difficult to improve on something that terrible 🤣
