For every effective act of destructive propaganda, there are at least two people at fault: the person who creates, distributes, and/or passes the lies on; and the person who believes them and acts on them.
This does not minimize the role of the propagandist at all. But when propaganda leads to people committing attacks, assault, looting, burning, even murder, then they're like sparks igniting dry tinder–and tinder that is, for the most part, self-dried.

It's everyone's responsibility to double-check the truth of the information they consume. But those who react to propaganda with violence are, of course, the least likely to do so. The proganda is the trigger to a complicated piece of machinery that's already been set up and primed to do violence.
Those people cannot just say "I was misled." There are acts that are wrong no matter what you believe or how strongly you believe it. Belief is an act that is accompanied by responsibility.
