i remember one particularly bad winter back in Martin County when we were told to be aware that the iguana corpses often carried salmonella and to not only watch our own pets, but for strays who might attempt to eat the dead lizards. Unfortunately the iguanas were rarely the only victims.

possibly because there is a clear legal distinction between the two terms.
"Refugee status" is applied after a by migrant/immigrant is appv'd by the US Fed govt. Until approved, technically the applicant is still considered a migrant/immigant by legal standards

Personally, i know people from Mexico, Guatamala, and Nicaragua that I absolutely felt heart & soul *deserved* to be recognised as "refugees", but never were. At least none of my friends were forced to return...yet.

if used against our own everyday citizens, it would have been an "illegal order" by definition and as such illegal for any member of the military to obey.
This was, in fact one of the excuses that DoD and other high ranking military officials gave to members of Congress during the hearings: They were afraid that if they came too soon that the the President/Commander-in-Chief might very well order them to use force illegally."
