Have done redistricting maps for two counties twice and we never did anything like this. I was given rules for balanced numbers and adjacency. No one asked me to identify voters by party snd addressing. No party asked for adjustments.
But know the power of location location location.GIS has given corrupt players.

here's a very basic diagram for those who may be new to voter districting/gerrymandering.

A way to get around gerrymandering is that the parties have to produce lists for the area (in this case, Texas) with their ranked choices of candidates. Then after voting is done in each district, all votes are tallied in the state and based on the percent of votes each party received *state wide*, they get allocated reps based on their state list of candidates to represent the state. (Get 52% of the vote, get 52% of the representatives.)
