@UnTied I worked for my county in the 2016 general election as a signature checker (WA state).

If the signature on the outside of the envelope didn't match the sig on record that ballot was put aside & rechecked by permanent county staff.

If they also agreed it didn't match a letter was sent to the voter at their registered address, so they could submit a new exemplar.

Washington is a voter intent state - every effort is made to make sure every vote counts, even if it takes some chasing.
