Venezuela and the US would benefit if the oil deal takes hold.

I have been waiting and hoping for such a deal. Venezuela is impoverished and needs relief from sanctions. Relief could only be granted under strict conditions not enriching the Venezuelan government. And the deal would have to be something that Republicans in Congress could not block.
