"All Telegram chats and group chats are private amongst their participants. We do not process any requests related to them."
But They lines now appear in response to a question about *copyright*, not illegal content.
Whether or not the actual rules have changed is unclear. These aren't the definitive rules, they're an telegram FAQ page.: this is at least a big change of emphasis though.

If a platform owner who boasts about having a user base in the hundreds of millions is not even trying to stop indecent images being shared on that platform by using methods available then refuses, ignores, legit requests from authorities when asked to help then shame on them
And they deserve all they get
Again this is not "breaking encryption" issue this is not "freedom of expression" or "free speech" issue its a moral issue and accountability issue
