looks like the fridge has died. The last power outage we had did a partial outage and fluctuated a bit before going off completely. I know that wears compressors if it's trying for full power and only gets partial. The electronics have been wonky too, making the open door alarm go off randomly, temperature just randomly resetting itself. Looks like it finally died now :(
New one gets delivered tomorrow. Looks like the chickens will get a feast today then.

@Kurtroedeger Brown outs cause damage through high current draws.
When the resistance (load) is constant and the voltage drops, Ohm"s Law says the current rises. Components are rated for both voltage and current, and if the current gets too high they can be damaged.

Usually it's capacitors that start failing from overcurrent, which affects the isolation and signal transfer of various circuits; and poor voltage regulation.
